Role and responsibility

City Council of Foulpointe

・ Elaboration of the planning tools of the municipal territory including the mangrove: legislative texts, urban plan, communal development plan, communal monography, municipal planning scheme

・ Respect the urban plan and the related regulations

・ Follow up and control of implementation of the urban plan

・ Implementation of certain accompanying measures such as the construction of road infrastructure, promotion of ecotourism at the level of current mangrove lots, contribution to the implementation of an environmental education policy for the mangrove

Riparian population via association or non government entity (NGO) in charge of technical management of the mangrove

・ Internal zoning and physical demarcation of the mangrove to be restored

・ Periodic monitoring of horizontal and vertical mangrove structures, including natural regeneration, in collaboration with the State and/or private Technical Services and NGOs

・ Follow up and monitoring the effectiveness of zoning and the implementation of the rules governing it

・ Implementation of some accompanying measures such as the promotion of ecotourism at the level of mangrove lots (guiding services), contribution to the implementation of an environmental education policy in favor of the mangrove (road signs, flyers, museum, guided tour), building the technical and organizational capacities of the members of the local population in charge of management (passive restoration techniques, reforestation techniques on mainland, community management of a forest)

State Technical Services

・ Preliminary feasibility study of the implementation of the development plan and technical-legal support

・ Facilitation of the official implementation of the management plan for the current mangrove lots

・ Implementation of certain accompanying measures such as the issuance of the required administrative authorizations, capacity building of the stakeholders, legal-administrative follow-up and monitoring , strengthening and implementation of the national policy for the fight against wildfires and illegal clearings

Private economic operators or other stakeholders beneficiaries of ecosystem services (hotel owners, schools, associations, tour operators)

・ Compliance with the rules governing the use of the site ,object of management

・ Technical and financial contribution in the site management, via payment of rebates, taxes and access fees

・ Implementation of some accompanying measures such as capacity building of the beneficiary stakeholders’ staff in terms of environmental education, promotion of sustainable ecotourism at the Foulpointe mangrove lots via the development of an adapted advertising policy, participation in the planned reforestation works on mainland
