Measures the ability of the government to effectively manage its projects and programs and remain in place. The risk rating assigned is the sum of three subcomponents (government unity, legislative strength and popular support), each with a maximum score of four points and a minimum score of 0 points. The higher the score, the more effective and stable the government.

Assesses the risk of government pressure from outside, particularly in terms of diplomatic pressure or even border conflicts. A high value corresponds to a low risk while a low rating indicates a high risk.

Expresses the extent to which governments are responsive to the aspirations of the people, which reflects to a lesser extent the effectiveness of the governance system and its capacity to ensure a stable democratic regime.
