Significant changes before and after its implementation

Good public affairs—is a term used to describe an organization’s relationship with stakeholders. This helps an organization to interact with the different members of the organization. Public affairs are often issues of public concern that involve grassroots initiatives, meaning that everyday citizens organize and create a movement in favor of a certain issue or perspective. In the PDP for 2023-2028, chapter II focuses on the promotion of social and human development. Filipinos are envisioned to have long and healthy lives in livable communities with enough opportunities for high-quality lifelong learning to become healthy, smart, and innovative people. These communities should support the overall well-being of Filipinos by guiding them to make healthy choices and ensuring access to health services. Transformative lifelong learning opportunities are also instrumental in developing the capabilities of Filipino families and leading them to achieve their full potential. Finally, these efforts are enabled by an upgraded plan for human settlements that provide equitable, inclusive, and resilient environments and promote economic vitality.

More projects implemented— Janet Cuenca (2020, December) stated that the implementation of the Philippine Development Plan was deemed salient to examine the contribution of the “Build, Build, Build” (BBB) program in attaining the PDP targets considering the program’s substantial fiscal implications. The BBB program is consistent with one of the Philippine Development Plan (PDP) themes 2017-2022. With the implementation of the PDP, government resources and investments are channeled to projects, programs, and activities.

(There was lesser corruption during Duterte’s administration. The second is transportation. The past administration’s Plan was a high-standard transportation system in the Philippines; we were used to the old transport system, which is why the current administration is eyeing modernization. Regardless of one’s political stand, as long as a program is good enough, there shall be continuity in its implementation).

Compliance to program implementation—The government will set the necessary policies and regulatory environment and implement concrete programs, activities, and projects to achieve the PDP 2023-2028 targets. An executive order directed all government instrumentalities to adopt and align agency plans, roadmaps, and budgetary programs with the Plan. Meanwhile, the National Economic Development Authority takes the lead in formulating the PDP and oversees its implementation. The agency is strategically positioned to be at the helm of the systematic, rigorous, and impartial assessment of the program’s progress. Evaluation will mainly play key roles in informing further articulation of the PDP and implementation of programs; conveying progress achieved against priority areas of investment; and promoting transparency and accountability by making evaluation results accessible to all branches of government and, most importantly, to the public (PDP, 2022).
