States views as to whether the respondent can make their own personal choices about participating in WASH activities, if they decide to.

Household

Input into decisions about WASH roles

and responsibilities

Investigates if the individual is involved in decisions regarding fetching water, managing the use of water within the household and maintaining household sanitation facilities.

Input into decisions about WASH expenditures

Assesses feedback decisions regarding WASH spending, divided into household expenditure on water (fees, containers, etc.), and household expenditure on sanitation (building and maintaining facilities, desludging, etc.).

Input into decisions about involvement in community WASH activities

Evaluates input into household decisions on who should be involved in community planning of water facilities or resolving issues.

Ownership and control over household

assets

Ascertains single or joint ownership of household properties, such as water or toilet facilities, furniture, electronics, houses or lands, modes of transport (e.g., car, bicycle, tricycle).

Work balance

Evaluates the time used for jobs, including paid work (agrarian activities, salary or other wealth-generating work) and unpaid work (fetching water, parenting, cooking, etc.) compared to recreation or rest.

Time for water collection practice information

Assesses the time used exclusively for fetching water. The SDG target 6.1 indicator uses 30 minutes to collect water as a benchmark for a round-trip.

Access to and sharing of WASH

Measures access to sharing of information within the household about WASH practices (e.g., storing water safely).

Access to and sharing of information on WASH rights and responsibilities

Evaluates access to and sharing information on WASH rights and duties of service providers within the household (e.g., right to water and sanitation, standards for service regulators providing water and sanitation).

Societal (Community)

Group membership

Reports on whether the individual participates actively in group organizations, like water-user unions or other socioeconomic groups (e.g., agricultural producers’ groups, savings associations).

Local WASH

authorities

Leadership in WASH implementation

Addresses if the respondent feels comfortable speaking publicly in a community meeting to assist in deciding on water projects (such construction of water supplies) or implementing sanitation programs.

Leadership in WASH accountability

Addresses whether the respondent is comfortable enough to speak publicly to express concerns regarding water services in the community (such as breakdowns, insufficient services, low quality) or to report to community heads.
