Local WASH institutions and authorities | Leadership in WASH implementation | Addresses if the respondent feels comfortable speaking publicly in a community meeting to assist in deciding on water projects (such construction of water supplies) or implementing sanitation programs. |
| Leadership in WASH accountability | Addresses whether the respondent is comfortable enough to speak publicly to express concerns regarding water services in the community (such as breakdowns, insufficient services, low quality) or to report to community heads. |
