2. Establish set of adaptive management models of control operations with the assistance of information management systems to make operating personnel implement the practical operation exactly, thus improving the efficiency and quality of the operation.

3. Serve as a reference platform of learning knowledge required during employing new staff for their basic instruction or during transferring between posts.
