A political regime is also can be a determining factor for aid effectiveness, because it reflects the relations between citizens and government. To pose a theoretical argument, I can say that foreign aid volume could affect the relationship between government elites and citizens. If aid provider countries are providing the majority of public finance and governments are primarily accountable to external agencies, then it can easily be said that there cannot be credible relationship between state and its citizens.
