To pose a theoretical argument, I can say that foreign aid volume could affect the relationship between government elites and citizens. If aid provider countries are providing the majority of public finance and governments are primarily accountable to external agencies, then it can easily be said that there cannot be credible relationship between state and its citizens.
3	Inadequate Capacity	Many recipient countries lack the capacity to effectively use and manage foreign aid. This includes limited access to resources and expertise, as well as inadequate infrastructure and technical skills.
4	Corruption	Corruption is a major problem in many recipient countries, with foreign aid often being diverted to enrich corrupt officials and their cronies. This means that the intended recipients of the aid do not benefit from the assistance.
